This mod disables the feature that automatically reports crimes to the police right after you commit them in-game.
Increasing your Wanted Level is now harder, as every crime must be reported.
Features
An explosion must occur in a populated area to give the wanted level.
Detection with suppressors is decreased.
Every crime has to be reported to take action.
Killing the witness prevents a wanted level.
Killing a cop while in stealth does not result in a wanted level.
Shooting in the air no longer gives the desired level.

Installation Guide
Drag and drop the file into OpenIV.

Open OpenIV > select tools > package installer > select the file provided.
